How Korea's National Pension Service trades: pension flows in the data
Updated September 2026 · Data January 2006 – September 2026
Korea's investor statistics do something no other major market's do: they break out pension funds as a category of their own, every day, for every stock. The category is dominated by the National Pension Service (NPS), one of the largest pension funds in the world with well over ₩1,000 trillion in assets and a domestic equity allocation in the low teens of percent. When Korean commentators say "the pension bought" or "the pension sold", this is the series they mean. Twenty years of it reveal a remarkably consistent behaviour.
What the category contains
"Pension funds etc." covers the NPS together with the smaller public occupational pensions (government employees, teachers, military) and a few similar public bodies. NPS is by far the largest and, because its domestic equity allocation is set by a five-year strategic plan with annual targets, its trading is mostly rebalancing: it sells what has outgrown its target weight and buys what has fallen below it. That single fact explains most of what follows.
The buyer of last resort
In every major Korean drawdown of the last twenty years, the pension category was a net buyer while foreigners sold. In September and October 2008 pensions bought a combined ₩4.8 trillion of KOSPI stocks as foreigners sold ₩6.4 trillion. In March 2020 they bought ₩3.0 trillion — the largest monthly pension purchase on record — against ₩12.5 trillion of foreign selling. In July 2026, when the KOSPI fell 22% in a month, they bought ₩1.0 trillion after having sold through the spring rally.

This is not a market call; it is the mechanical consequence of rebalancing to a fixed target. When prices fall, the equity weight falls below target and the fund buys. The 2022 bear market is the exception that proves the rule — pensions were small net sellers through it because, having been well above target after 2021, they were still working the weight down.
2021: the record sale and the retail backlash
The same logic works in reverse. After the 2020 rally pushed domestic equities far above their target weight, the NPS sold a net ₩8.0 trillion in January 2021 alone, another ₩4.4 trillion in February and ₩3.4 trillion in March — the three largest monthly pension sales on record. The full-year figure, ₩24.3 trillion, matched foreign selling almost exactly. Retail investors, who had bought ₩65 trillion that year and were absorbing both, protested loudly enough that in April 2021 the fund's governing committee widened the permitted deviation from the target allocation, which slowed the selling.

The scale is worth keeping in mind. Pensions were net buyers in fourteen of the twenty years, but their largest year (₩12.9 trillion in 2011) is a fraction of the foreign or retail extremes. In 2026 pension selling of ₩8.5 trillion sits next to foreign selling of ₩199 trillion. The pension flow is a stabiliser, not a driver.
What the pensions are buying in 2026
Stock-level pension flows are the most interesting part of the dataset, because rebalancing operates at the stock level too. In 2026 the category's largest net purchase has been SK hynix — a stock foreigners have sold by nearly ₩80 trillion — followed by battery and energy names that lagged the semiconductor rally. Its largest sales are the stocks that rallied hardest: Samsung Electro-Mechanics, Samsung Electronics, SK Square and Hyundai Motor.

How to use pension flows
- As a floor signal in sell-offs. Sustained pension buying during a foreign-led decline has historically marked the zone where the decline was absorbed, because the buyer is price-insensitive and large.
- As a contrarian read on individual stocks. The pension's buy list is, almost by construction, a list of large caps that have underperformed their peers. It is not a view on fundamentals.
- Not as a momentum signal. Pensions sell winners. Following their sales would have had you exit SK hynix and Samsung Electronics repeatedly through the rally.
- Check the institutional total. The pension category sits inside "institutions" on this site's rankings alongside investment trusts, insurers and proprietary desks. The institutional flow rankings show the combined figure; the split is on each stock page.
